
Richard grew up in a small town - very much like the small towns throughout Delaware - in upstate New York.
His father Philip was a pipe fitter and later a country lawyer who for 51 years who represented the local folks - the farmers, the State Troopers, the country homeowners.
Richard has a BA (Bachelor of Arts) degree in Political Science from Adelphi University; a MPA (Master of Public Administration) degree from the Wagner Graduate School of Public Service at New York University; and he has a law degree from Hofstra University School of Law and served as a Law Clerk to the Chief Judge of the United States District Court for the Eastern District of New York.
Richard is President and CEO of Franklin Strategies, Inc. (FSI) a political and government relations consulting firm that provides strategic advice and expertise to business, labor, non-profits and other organizations on matters of public policy and he is a Member of CWA Local 3104.
In 1999 Richard moved permanently to Delaware to be near his aging parents. His father passed in 2004 at age 92 and his mother recently celebrated her 90th birthday.
Richard’s wife Magda - or Maggie - was born in Venezuela. She specializes in the analysis and designs of computer systems and is a consultant assigned to projects at J.P. Morgan Chase. Maggie is also an accomplished artist (www.magdakorn.com) and five of her original paintings exhibit in Governor Jack Markell’s office in Wilmington.
Richard and Maggie have two daughters Alexandra who is 21 months old and Jacqueline who was born on July 20, 2010.
Richard Korn has been a fighter for the taxpayers. The media has described him as a “Citizen Taxpayer Watchdog.”
Richard fought for and won transparency and accountability of $242 million in New Castle County’s 2005 budget.
Richard fought and won against municipal governments in New York State to account for over $140 million and forced transparent and accountable budgeting practices.
Richard worked with our General Assembly members to help pass the Workplace Fraud Act which could bring millions of dollars to our state’s treasury from construction industry businesses that cheat the state by NOT paying taxes and this law prevents those businesses from taking advantage of their workers.
Richard fought for the poor by helping bring - through Catholic Charities - over a million gallons of discounted and free heating oil annually to low-income families throughout our state annually - for the past five years - and in 2009 St. Francis Hospital began receiving a much needed grant of free heating oil.
